Update: this was a guide i put together my self after the first testing phase of this boss (cause in my opinion not knowing the fight is no a valid excuse). since then there have been many other more detailed guides have come out. some details/name on my guide are not 100% correct because it was written the first week the fight came out on US PTR. in that case check out other

My notes from observing videos, checking other peoples notes, and personal experience in raid
10 VS 25
i payed close attention to videos on both, and really didn't notice any difference with the halion encounter on 10 or 25 man.
boss has about 11.83m hp on 10 man and is 45.3m hp on 25man
loot is 258/271 on 10/25

One thing to note is that even tho this fight is 1 boss, its technically 2 phased out from each other that share the same health (especially during p3)
you have fire based Halion on the outside, and shadow based Halion on the inside, both act independently from each other in phase 3.

Fight Breakdown

halion has same kind of -dodge buff as seen in icc

Phase 1 (100% to 75%) - Physical (outside) realm, fire damage

* Fire Void Zone: every 20 sec, a raid member gets a debuff Fiery Combustion. deals 4k fire damage every 2 seconds. they run out of group, once removed, it does a fire aoe which knock backs any nearby players (no damage to player with debuff except for being in void zone) and leaves a void zone on the ground. max of 2 void zones out at a time (1st goes away as 3rd comes out). if you can having the 2nd person with debuff stand right next to previous void zone to overlap them helps.

* Meteor Strike: Hellfire effect starts happening on top of a player. they move and a falling fireball lands causing burst damage followed by a fire pattern like an H or X spanning a large part of the zone for about 25 seconds. this may happen again seconds after the previous has faded away.

Phase 2
(75%-50%) - Twilight realm, shadow damage

Fire halion disappears at 75% and everyone must enter the opened twilight portal where shadow halion awaits.
raid wide shadow damage goes on at some point possibly correlating with debuffs or void zones dropped.
good time for Heroism/Bloodlust unless you do it right at the end of p2 before half the raid leaves twilight realm.

* 2 blue "orbiting spheres" on the edge of the room (can not be attacked), both on opposite sides moving together clockwise.
every 30 sec they "pulse with dark energy!". then there is a straight beam connecting them and dealing deadly damage to anyone it touches (think of placing a pen on the center of a dvd and turning the pen). so you MUST move to avoid it. that means everyone including the tank has to rotate clockwise. constantly turning in an inching way does seem to work well. in one video from tank POV in his eyes, bosses tail was at 12 oclock mark, and back orb was at about 1 oclock. you do have to be careful of being stunned/snared by boss tail if ranged/heals falling behind on the movement.
Times: raid warning every 30 sec, 3-4 sec later beam happens for 10 sec. so the beam is up 10 out of every 30 sec.
this was the #1 cause of wipe on ptr pugs, however they may not 1 shot people on live servers like they did on the ptr

* Shadow Void Zone: debuff Soul Consumption casted on a player about every 20 sec. deals 4k shadow damage every 2-3 seconds, once removed it creates a purple void zone very similar to the p1 void zone. does damage nearby players, pulls nearby people in rather then knocking them back. heard you don't want to overlap p2 void zones

Phase 3
(50%-kill)
half the raid is outside, half is inside the portal (melee dps inside, ranged dps out is good)
P2 mechanics on inside and P1 mechanics on outside.
Boss is attackable in both realms and independent npc's so you need a tank on both realms.
Halion appears to take more damage in the realm he is currently forced into. ie takes increased damage in physical realm with reduced damage in twilight realm then vise versa (use refreshed cooldowns when he is forced into your realm).
if you are on the outside you will see raid warnings like "Your companion's efforts force Halion further into the physical realm!" and "Your efforts force Halion further out of the physical realm!"

Overall it was an interesting fight that takes a good amount of raid awareness and movement.
phase 1 is easy, but phase 2 is where it takes some skill.
